As three strategic leaders working in the public sector in 2009 supporting the development of leaders – Sue Hopgood from the NHS, Charlie Phelps from the College of Policing and Des Prichard from the Fire and Rescue Service - we realised there was an opportunity to bring leaders together from the different sectors to challenge and develop their leadership by:
Being exposed to very different perspectives and approaches
Deepening their understanding of the wider system
Challenging their current thinking
Discovering opportunities to change and innovate
Creating new partnerships and leadership networks
We established the Cross Sector Leadership Exchange (CSLE) as an informal entity in 2010, with the support of our respective organisations, forming a group to encourage more collaborative working across the public sector. Over the next four years we worked together collaboratively as partners, successfully organising and delivering a number of cross sector leadership programmes and leadership conferences, as well as facilitating leaders exchanging with other leaders from different sectors.

As the CSLE evolved and grew in strength it became clear to us that to ensure its long-term sustainability, we needed to put it on a more established footing. In June 2015, as the three co-founders, we formed the CSLE as a not for profit Community Interest Company.

"When I returned to the NHS from the Fire Service College in 2009, having worked across most parts of the public sector, I was really struck by the similar levels of complexity and challenges leaders faced, yet each sector had an inward approach to leadership development. Bringing leaders together from across the sectors seemed to me to be essential, particularly in times of austerity, if services were to be transformed. This insight led to the early conversations with colleagues from the NHS, Police and Fire Rescue Services, who agreed with me, and the Cross Sector Leadership Exchange was born!"
